PELATIHAN GURU PLB PENGGUNAAN APLIKASI EDUKEY SEBAGAI SARANA BIMBINGAN BELAJAR DARING UNTUK SISWA BERKEBUTUHAN KHUSUS

Penelitian ini bertujuan untuk menganalisis pemenuhan hak pendidikan bagi anak berkebutuhan khusus (ABK) dalam perspektif politik hukum pendidikan di Kabupaten Magetan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan studi dokumentasi. Subjek penelitian meliputi pendidik, pengelola sekolah, orang tua ABK, serta pemangku kebijakan pendidikan di tingkat daerah. Hasil penelitian menunjukkan bahwa meskipun telah tersedia landasan regulatif yang mendukung penyelenggaraan pendidikan inklusif, implementasinya belum berjalan optimal. Hambatan utama meliputi keterbatasan kompetensi pendidik, ketersediaan sarana dan prasarana yang belum sepenuhnya aksesibel, serta rendahnya pemahaman masyarakat mengenai hak pendidikan bagi ABK. Dalam perspektif politik hukum pendidikan, diperlukan penguatan komitmen pemerintah daerah, peningkatan sinergi antar pemangku kepentingan, serta integrasi kebijakan pendidikan inklusif dalam proses perencanaan dan penganggaran pendidikan daerah. Penelitian ini merekomendasikan penguatan kapasitas pendidik, peningkatan literasi masyarakat, serta pengembangan kebijakan pendidikan daerah yang berpihak pada anak berkebutuhan khusus guna mewujudkan pendidikan yang adil, inklusif, dan berkelanjutan.
