PENDIDIKAN INKLUSI SEBAGAI SOLUSI DALAM PELAYANAN PENDIDIKAN UNTUK ANAK BERKEBUTUHAN KHUSUS

This study aims to describe the implementation of inclusive education at Pancaran Kasih Special Needs School (SLB) in Madiun Regency, identify the obstacles encountered, and analyze the role of inclusive education as a strategic solution to improving the quality of educational services for children with special needs (ABK). The research employed a qualitative approach using a case study design. Research participants included the school principal, classroom teachers, special assistance teachers, students, and parents. Data were collected through observation, in-depth interviews, and documentation studies. Data analysis followed the interactive model proposed by Miles and Huberman, which consists of data reduction, data display, and conclusion drawing.
The findings reveal that Pancaran Kasih Special Needs School has implemented the principles of inclusive education through adaptive learning based on Individual Learning Programs (ILP/PPI), the application of multisensory learning methods, and the strengthening of a school culture that values diversity and inclusion. Strong support from school leadership, as well as collaboration with parents and the surrounding community, were identified as key supporting factors. However, the implementation still faces several challenges, including limited human resources with competencies in inclusive education, inadequate infrastructure, and low public awareness and understanding of inclusive practices.
This study concludes that inclusive education serves as a strategic solution for realizing equitable, adaptive, and quality educational services for children with special needs, provided that it is supported by competent human resources, adequate facilities, and sustained collaboration among schools, families, and communities.
