English communication competence is an essential skill for vocational students entering the global workforce. However, instructional materials in vocational education often lack context and fail to sufficiently support communication skills. This study aims to develop an English for Communication learning module based on the Integrated Performance Assessment (IPA) model that is valid, practical, and effective. This Research and Development (R&D) study applied the ADDIE model, which comprises five stages: Analysis, Design, Development, Implementation, and Evaluation. Data were gathered through observations, interviews, expert validation questionnaires, user response questionnaires, and learning outcome tests administered to vocational students. The developed module achieved a validity score of 92.1% (highly valid) and a practicality score of 92.9% (highly practical). Furthermore, the effectiveness test demonstrated a significant improvement in students’ communication competence, yielding a high-category N-Gain score of 0.72. These findings indicate that the IPA-based English for Communication module is highly feasible, practical, and effective for vocational English instruction.
