This study aims to describe the management of teacher pedagogical competence development strategies at SDN Sugihwaras 03 with sub-focus of research, namely development planning, development implementation, and development evaluation. This qualitative study uses a phenomenological approach. The data collection technique was carried out by snowball sampling. The sources of research data were the principal, administration, and teachers. Data collection techniques were carried out by interviews, observations, and document studies. Research results 1) Development strategy planning includes the development of the school's vision and mission that are related to teacher competency development activities. 2) Implementation of the development strategy includes policies made by the school related to the development of teacher pedagogical competence and the principal provides motivation to teachers to participate in various training activities. 3) Evaluation of the development strategy includes measuring the pedagogical competence possessed by teachers which is carried out by supervising and assessing teacher performance, followed by corrective actions taken by the principal for the teacher's pedagogical competence.
