The Study of Research Management Standards at Universitas Doktor Nugroho Magetan and Instituto Politecnico De Betano Timor Leste

This study analyzes research management standards at Universitas Doktor Nugroho Magetan (UDN) and Instituto Politecnico De Betano (IPB), Timor Leste. The study focuses on institutional structure, policies, procedures, supporting resources, constraints, and comparative practices in research governance. A qualitative comparative case study was applied through in-depth interviews, participatory observation, and document review, supported by thematic and comparative analysis. The findings indicate that UDN has implemented national research standards based on SN-Dikti through a relatively established institutional quality assurance system, while IPB is consolidating toward a more structured research management system. The effectiveness of research management in both institutions is influenced by human resource capacity, infrastructure, funding, policy support, and research collaboration. The study recommends strengthening digital research information systems, lecturer publication capacity, permanent research governance units, and results-based monitoring to improve research quality and productivity.
