Abstract

The Independent Learning Policy is a national educational innovation that emphasizes flexibility, learner autonomy, and the development of students’ potential according to their individual characteristics. However, its implementation presents unique challenges when applied to the education of children with special needs (ABK) in Special Needs Schools (SLB). This study aims to describe the implementation of Independent Learning for children with special needs at SLB Madiun and to identify the supporting and inhibiting factors influencing its application. The study employed a descriptive qualitative approach, with principals, teachers, and students as research subjects. Data were collected through observation, in-depth interviews, and documentation. The findings indicate that the implementation of Independent Learning at SLB Madiun has been adapted to students’ individual needs through differentiated learning, curriculum flexibility, and individualized approaches based on the Individual Learning Program (PPI). Nevertheless, limited infrastructure and insufficient teacher competency remain significant challenges in optimizing its implementation. This study contributes to the development of more inclusive and equitable Independent Learning practices for children with special needs in special education settings.
