Flexible pavement is one of the most widely used pavement types in Indonesia due to its adaptability to subgrade conditions and ease of construction and maintenance. The design life or service life of flexible pavement is a critical parameter to ensure long-term performance, user safety, and cost efficiency. This study aims to analyze the planned service life of flexible pavement based on the implementation of pavement construction on the Simokerto–Kenjeran road section in Surabaya. A case study approach was employed using both quantitative and qualitative methods. Data collection involved literature review, field surveys, interviews, and direct observation. Laboratory testing was conducted to evaluate material quality, while secondary data were obtained from technical documents and project reports. The analysis applied several calculation methods, including AASHTO, PCA, SNI, and Road Note, supported by statistical tools and mathematical modeling using software such as Excel and SPSS. The results show that the estimated service life varied across methods: AASHTO (14–15 years), PCA (13–15 years), SNI (13–16 years), and Road Note (15–18 years). Although the outcomes were generally consistent, AASHTO and PCA methods were found to be more conservative. It is concluded that method selection must consider local traffic characteristics, material quality, and compliance with national standards. The study emphasizes the importance of regular maintenance and the application of modern pavement technologies to enhance durability and performance
